A decree dated June 6, 2019 details the content of the national quality reference framework (RNQ), which will serve as a foundation for vocational training players to build their quality approach and aim for the certification required by January1, 2021. Those who choose to limit themselves to this standard will be able to apply for Qualiopi certification, for which AFNOR Certification will be one of the distributors. It appears on the menu of the Official Journal of June 8, 2019. Long-awaited by professional training players, who are required by law to commit to a quality approach and prove it, Decree no. 2019-565 of June 6, 2019 gives substance to the national reference framework listing 7 criteria and 32 quality indicators. This will provide training organizations, apprentice training centers and other corporate universities with a framework on which to build their quality approach, in continuous improvement mode. Certification bodies will be able to audit them on this basis, once they have obtained their accreditation, with a view to issuing the required certification on January1, 2021 (this has been the case since September 20, 2019 for AFNOR Certification). According to the decree, the criteria that service providers must meet are : Conditions for informing the public about the services offered, the time required to access them and the results obtained; Precise identification of the objectives of the services offered and adaptation of these services to the beneficiaries, when designing the services; Adaptation of services and reception, support, monitoring and evaluation methods to the target audience; Suitability of teaching, technical and supervisory resources for the services provided; The qualification and development of the knowledge and skills of the personnel responsible for implementing the services; The service provider’s involvement and investment in his professional environment; Collecting and taking into account feedback and complaints from stakeholders in the services provided.
